Elkland Boro Council remembers Don Carman

Elkland Borough Council met in regular session. October 13 where they took a moment for silent prayer in memory of long time resident, councilman, and borough manager Donald Carman who died earlier this month. Carman most recently served the community as borough manager for a meager rate of $1 per year.
In a related matter, it was noted that council President Sal Regalbuto had requested that the borough manager's office be locked. Councilman Steve Carman, son of the former borough manager Don Carman, had requested personal items from the office. The fact that the office is off limits prevents the council from moving forward with some of the items Carman was working on for the borough.
The council agreed to pay for the entire council to attend Saturday's dinner banquet in honor of Carman in Gettysburg. Three had made the request, including councilmen Mark Goodrich and Steve Carman. Mayor Gordon Rice also planned to attend. Regalbuto's request for three days was not granted. It was unclear how much the dinner would cost
In an effort to better align the water, sewer and general funds the borough council agreed to charge shared expenses to the general fund at a 34 percent rate and a 33 percent rate to both the water and sewer funds. In the past the rates were 48, 32 and 20 percent for general, sewer and water funds, respectively. An example of a shared expense would be the use of office supplies. Councilwoman Janice Gausline voted against the change.
