Gordon Homer Duff, 62, of Elkland was charged by Elkland Borough Police with Arson danger of death or bodily injury, arson endangering property reckless endangerment of inhabited building, risking catastrophe, two counts of criminal mischief, disorderly conduct, hazardous physical offense, public drunkenness and similar misconduct.

On Nov. 3, Duff set a fire in his apartment at Forestview Manor in Elkland. Duff was reported to be under the influence of methamphetamines, a controlled substance. Duff also allegedly broke a door and windows attempting to gain access to a residence. Duff was taken to the UPMC Soldiers and Sailor Memorial Hospital in Wellsboro and was taken to the Tioga County Jail in lieu of $100,000 Nov. 6.


Joshua Lynn Newcomb, 44, of Tioga was charged by Tioga Borough Police with driving under the influence of alcohol generally impaired/incapable of driving safely, driving under the influence highest rate of alcohol .16+, two counts of reckless driving, two counts of disorderly conduct, and five counts of criminal mischief, as well as driving on the sidewalk. Newcomb allegedly drove through the lawn at 20 Main Street tearing up the lawn and crossing sidewalks on Broad and Main Streets. The revving of the vehicle’s engine drew the attention of police who pursued Newcomb locating him at the Pump & Pantry on Main Street. The vehicle was allegedly traveling between 70 and 90 miles per hour. Preliminary alcohol tests read .203 percent.
