Robbie Scott Bellinger, 50, of Wellsboro was charged with two counts of DUI, failure to stop at stop and yield signs and careless driving. Police responded to a two-vehicle accident on Route 6 in Charleston Township involving a Ford Focus operated by the victim and a 2003 Ford Ranger operated by Bellinger. Upon making contact with Bellinger police recognized the odor of alcohol. After conducting a field sobriety test they determined he was DUI. Bellinger was then transported to Mansfield University where he recorded a breath alcohol level of .156%. A preliminary hearing is scheduled for Dec. 17.

Chancey Lee Decoursey, 35, of Wellsboro was charged with simple assault, harassment and disorderly conduct. Police responded to a domestic violence incident On Lincoln Street in Wellsboro Oct. 9. When police arrived at the scene they made contact with the victim who reported that Decoursey entered the residence and began, “destroying the place.” When the victim confronted Decoursey and told him to leave, Decoursey reportedly began punching the victim and then fled. Police failed to contact Decoursey thus resulting in charges being filed. A preliminary hearing is scheduled for Dec. 17.

Jennifer Renee High, 46, of Covington was charged with DUI, DUI highest rate and unauthorized use of motor vehicle. Police responded to a crash at the Acorn Market on 97 East Ave Wellsboro on Oct. 21. Upon arriving at the scene the victim reported that High had entered his vehicle while he was in the store and drove his vehicle, a 2013 Jeep Patriot into the ice machines in front of the building. High was seated in a Toyota Corolla at the gas pump, the victim reported to police that when he had confronted her she had returned his keys to him. Police then made contact with High who was unable to complete a field sobriety test and registered a breath alcohol level of .274%. A preliminary hearing is scheduled for Dec. 10.

Larry Schaar Jr., 34, of Westfield was charged with DUI, restrictions on alcoholic beverages and use/possession of drug paraphernalia. On Route 6 in Gaines, Nov. 9 police initiated a traffic stop of a 2014 Lincoln MKT, operated by Scharr, for window tint violations and tires exceeding the body line of the vehicle. Upon investigation police smelled marijuana and alcohol. Schaar admitted to having two alcoholic beverages and did admit to smoking marijuana. When asked, Schaar handed police a glass pipe. He was placed under arrest and taken to Soldiers and Sailors for a blood draw. A preliminary hearing is scheduled for Dec. 17.
