Roger Thomas VanNess, 25, of Wellsboro was charged with possession of drug paraphernalia following police response to a reported disabled motorist Aug. 15, 2019. When police arrived at the scene VanNess reported that the vehicle's battery had died. Upon approaching the vehicle police observed a lighter and aluminum foil which he believed could be involved with drug behavior. Police requested to search the vehicle but found no other drug paraphernalia in the car. Police did discover one used needle, one green baggie which was used to store heroin and a glass one hitter on VanNess's person. A preliminary hearing is scheduled for May 5.
