Robert Eugene Passmore Jr., 38, of Ralston was charged with criminal trespass, theft, receiving stolen property, resisting arrest and criminal mischief following a reported burglary on Nov. 3 in Liberty. Using video surveillance from the property, police reportedly observed Passmore enter a shed, remove items and set a tire on fire. The value of the items was approximately $500. Passmore was located at the Liberty Elementary School. A preliminary hearing for Nov. 12 was rescheduled for Nov. 26.
Possession of paraphernalia
Harmony Christin Benner, 18, of Wellsboro and Teres Malcolm Boswell, 21, were charged with use/possession of drug paraphernalia, following a traffic stop on East Avenue in Wellsboro Oct. 27. Benner was operating a 2008 Ford Focus when police conducted the traffic stop. Police detected the strong odor of marijuana emanating from inside the vehicle. Police searched the vehicle and discovered a glass pipe with marijuana residue and two packages of wrapping papers, along with other items. Preliminary hearing are scheduled for Dec. 3.
Brandon Scott Hoover, of Mansfield, was charged with DUI, maximum speed limits, careless driving and reckless driving following an arrest Sept. 23. Using radar police reportedly detected Hoover operating a 1999 Ford Mustang on Route 6 driving 78 mph. Upon stopping Hoover, police detected the odor of marijuana and an alcoholic beverage emanating from the vehicle. Police administered a full battery of tests. A PBT indicated the presence of alcohol. Hoover was arrested and taken to Soldiers + Sailors Memorial Hospital where a toxicology report was administered and indicated a positive test for marijuana. A preliminary hearing is scheduled for Dec. 3.
Theodore James Kolb, 31, of Wellsboro was charged with DUI-highest rate of alcohol (.16+). Kolb was driving a 2008 Scion XB when police conducted a traffic stop for driving with a headlight out on Central Avenue, Wellsboro. Kolb displayed signs of impairment. Kolb was transported for a chemical breath test which showed a BAC of .177%. A preliminary hearing is scheduled for Nov. 26.
Possession of controlled substance
Chase Tyler Onks, 25, of Covington was charged with restriction on alcohol, immediate notice of accident to police, driving at a safe speed and possession of a controlled substance. Police responded to a a reported hit and run on Cherry Flats Road and observed a Black GMC Sierra at rest against two trees. Upon investigation police noticed the smell of marijuana emanating from the vehicle, a glass smoking device and an open can of beer. Police interviewed Onks at his residence. A preliminary hearing is scheduled for Dec. 10.
James Walter Shedden, 39, of Gaines, was charged with simple assault and harassment following a reported assault in Shippen Township on May 8. Shedden reportedly engaged the victim in a verbal altercation, picked up a steel bar and struck the victim twice. A preliminary hearing is scheduled for Dec. 3.
