Philip Lee Ciarlo, 42, of Wellsboro, was charged with simple assault and harassment following a report of a 911 hang up call from West Avenue on Oct. 5. Ciarlo allegedly punched an individual in the head, grabbed them by the throat, threw them across the room and punched their head. Police observed bruising and a bump on the victim’s head. A preliminary hearing was scheduled for Oct. 13.

Joshua Patrick Jessup, 38, of Wellsboro, was charged with simple assault and harassment following a report of Jessup being out of control in Charleston Township on Oct. 5. Jessup was found pounding on the front door. Jessup allegedly got into an argument with an individual over his drinking and when he got angered, he grabbed the victim by the arms and started to push her around. Contusions and bruising was found on the victims arms. When other individuals arrived, Jessup pushed them around too. A preliminary hearing is scheduled for Oct. 20.

Shad Robert Alexander, 23, of Morris was charged with theft following a report of theft in Morris on Oct. 26, 2019. Upon investigation, Alexander allegedly had access to a Smith and Wiesson CT6 .32 long revolver 35444 and stole it from another individual’s residence. Alexander allegedly went to Moore’s Sports Center and sold it. A preliminary hearing is scheduled for Oct. 27.

Dishawn L. Mays, 34, of Rochester, N.Y., was charged with two counts of possession of a controlled substance following a traffic stop along US 15 in Liberty Township on Sept. 5. After a probably cause search of the vehicle, Mays admittedly reported he had marijuana in his possession and in the inside of the passenger door. A preliminary hearing is scheduled for Oct. 27.

Madison W. Osgood, 19, of Wellsboro, was charged with possession of a controlled substance following a two vehicle crash on Route 6 in Charleston Township on Sept. 3. In Osgood’s vehicle, suspected marijuana was found. A preliminary hearing is scheduled for Oct. 27.
