Timothy Dee Billings, 30, of Wellsville, N.Y., was charged with three counts of driving under the influence and disorderly conduct following a report of disturbance at the Dollar General Store on Stevents Street on July 14. Hollering and loud banging noises came from inside the Dollar General bathroom for several minutes before Billings came out. Billings failed to follow instructions properly for standardized field sobriety tests and showed unbalanced steps. A preliminary hearing is scheduled for Oct. 15.

Makayla Renee Proctor, 20, of Coudersport, was charged with two counts of driving under the influence, manufacture, delivery, or possession with intent to manufacture or deliver, possession of marijuana, use/ possession of drug paraphernalia, endangering welfare of children, exceeding max speed limit and improper use of signals following a traffic stop in Roulette Township on April 7. Proctor admittedly reported to smoking marijuana and having a small amount in the vehicle. A preliminary hearing is scheduled for Oct. 22.

John Vasco, 28, of Knoxville, was charged with two counts of driving under the influence, recklessly endangering another person and careless driving following a report of a possible overdose at the Acorn on Genesee Street on July 19. Vasco’s Ford F150 was found to have rolled into a Honda Civic Del Sol. After standardized field sobriety tests were conducted, Vasco exhibited several signs of being impaired. A blood test was administered that showed Vasco’s blood alcohol content to be .212%. A preliminary hearing is scheduled for Oct. 26.

Chad Michael Baker, 34, of Eldred, was charged with possession of a controlled substance, use and possession of drug paraphernalia, driving while operating privileges are suspended or revoked and operating a vehicle without valid inspection following a traffic stop on Commercial Street in Genesee Township on June 4. Baker was found to have a backpack in his vehicle with drug paraphernalia and marijuana inside. A preliminary hearing is scheduled for Oct. 26.
