The following individuals are or were scheduled to appear in Wellsboro District Court, Judge Rob Regard presiding.
Jenna Lee Brought, 23, of Stroudsburg, has been charges with unauthorized use of a motor vehicle and theft by unlawful taking. On Oct. 1 the victim contacted police and reported that Brought was driving his 2016 Mazda with a suspended license and that she refused to return the vehicle to him. New York State police found the vehicle in Horseheads, N.Y. on Oct. 3.
Daniel Earl Cranmer, 63, of Wellsboro, is charged with indecent exposure and disorderly conduct. On Oct. 1 an officer was called to Packer Park for a report of a naked white male. Cranmer was dressed and sitting on an air conditioner compressor when the officer arrived but four teenagers told the officers that they had witnessed Cranmer defecating in the air conditioner at the senior center adjacent to the park. Two post office employees and a parent at the park with children also stated that they had witnessed this. The officer later found human feces in the air conditioner compressor.
Dane Milon Bliss, 28, of Wellsboro, has been charged with incapable of safe driving, improper stopping and failure to keep right. On Oct. 6 an officer responded to a call of an erratic driver on Tioga Street. During a traffic stop the officer observed signs of impairment. Bliss was transported to UPMC Wellsboro for a blood test.
Dustin Barnes, 19, of Mansfield, has been charged with aggravated assault and harassment. On Sept. 20 an officer was asked to call a Mansfield police officer who had been attacked by Barnes while placing him under arrest. Barnes kicked the officer in the sternum. The officer stated that he was going to the UPMC emergency room for treatment once he finished processing Barnes.
David E. Stewart, 39, of Mansfield, has been charged with false statements. On or about Jan. 1, 2020 through June 30, 2020 Stewart unlawfully obtained $3,480 in Supplemental Nutrition Assistance benefits. Stewart failed to report his income to the Tioga County Assistance Office, causing an overpayment of benefits.
Rachel L. McWhorter, 41, of Lawrenceville, has been charged with false statements. On or about Oct. 1, 2018 through March 31, 2019 Stewart unlawfully obtained $1,659 in Supplemental Nutrition Assistance benefits and $2,126.82 in Medical Assistance. McWhorter failed to report her income to the Tioga County Assistance Office, causing an overpayment of benefits.
James William Witherow, 42, no address, has been charged with indecent exposure and harassment. On Sept. 25 an officer was called to Tioga Street for a report of Witherow running naked down the street and also to a report of Witherow punching a victim in the face.
Frank Dziengowski, 46, of Wellsboro, has been charged with simple assault and harassment. On Sept. 17 Dziengowski struck a victim in the eye with a closed fist.
Anthony Francis Allen Jr., 36, of Wellsboro, has been charged with simple assault and harassment. On Aug. 31 Allen struck a victim with a closed fist multiple times. Allen was also charged with incapable of safe driving, possession of a controlled substance and possession of drug paraphernalia, resisting arrest and required financial responsibility. On Oct. 19 officers responded to a report of a driver sleeping at the wheel of a vehicle on Charleston Street. Officers woke Allen and found drug paraphernalia on the dashboard and suspected methamphetamine in Allen’s pocket. The substance later tested positive for meth.
David Flynn Jr., 26, of Elkland, has been charged with indecent exposure, open lewdness, disorderly conduct and false identification. On Oct. 16 officers responded to a report of naked man on Charleston Road and confirmed that Flynn had exposed himself to multiple people. Flynn was transported to Tioga County Jail.
