WELLSBORO — Committee members assessed the next step in a plan to revamp Packer Park.
At the Jan. 16 committee meeting, department manager Brian Kennedy said the committee can decide what step to take — either wait for a grant from the Department of Conservation and Natural Resources to develop a master plan and pay half of the cost or just go ahead and hire a firm to develop a master plan.
If the committee waits for a DCNR grant, additional requirements would push the cost to $50,000-$60,000, of which the borough would be required to pay half or roughly $25,000-$30,000.
Should the borough hire a firm, after seeking proposals, the cost would probably be around $35,000.
“It’s too big of an asset not to start,” said Louis Rachiele, the borough manager, adding the borough would find the money to pay for a master plan.
The need to revamp the park is due to ongoing water leaks with the pool. Prior to the pool’s mid-season shutdown last summer, it was using 1.2 million gallons/month to maintain water levels and chemistry. Historically, the pool used about 400,000 gallons/month during the summer. Right now, the borough is hoping to achieve 700,000-800,000 gallons/month in order to reopen the facility.
A master plan is needed to be eligible for any grants to rebuild the pool, which would have to be relocated. The entire facility — playground, tennis and basketball courts — are showing their age and would be addressed in a master plan.
In addition, the public would be asked for input on other features, such as a skate park or pickle ball courts, said committee members.
Both Kennedy and Rachiele warned that any rebuild may impact current park features, possibly with no pool available for one or two years.
